Primary Duties and Responsibilities
Objective of the Consultancy:

  • Establish a functional M&E unit within the Climate and Health Department
  • Develop a comprehensive M&E framework and plan
  • Build capacity for the implementation of the M&E plan and ensure data quality and reporting

Scope of Work
The Consultant will be responsible for the following tasks:

  • Conduct a needs assessment of the Climate and Health Department’s M&E requirements
  • Develop an M&E framework and plan, including indicators, data collection tools, and reporting templates
  • Establish data management and analysis systems
  • Provide training and capacity building for department staff on M&E concepts and practices
  • Set a system for the implementation of the M&E plan and ensure data quality and reporting

Deliverables:

  • Consultancy Deliverables, Descriptions, and Level of Effort (LoE)

Deliverable Description

  • Inception Report Outlines the methodology, work plan, stakeholders’ engagement, desk review of existing climate and health data systems.
  • M&E Framework and plan Comprehensive framework including results framework, theory of change, and climate-health indicators and performance Indicator matrix aligned with national and global standards
  • Data management and analysis systems established Design of quantitative and qualitative tools; recommendation and support with digital platforms for data management and visualization; guidance and support integration with DHIS2 or other national systems.
  • Training report and capacity building plan, including report template and division of labor in the unit Design and delivery of residential training for Climate Change and Environmental Health (CCEH) staff and M&E officers from relevant MDAs; includes manuals and SOPs.
  • Policy Briefs and Learning Products Development of evidence-based briefs and knowledge products to support advocacy and programme improvement.
  • Baseline evaluation Plan Design of evaluation baseline evaluation plan for selected climate-health interventions.

Required Qualifications

  • Advanced Degree in Public Health, Environmental Health, Statistics, or related field.
  • Minimum of 10 years of M&E experience in climate, environmental or health sectors.
  • Proven experience with indicator development, data systems, and evaluation.
  • Strong analytical, problem-solving skills, writing and presentation skills.
  • Familiarity with Nigerian health systems and climate landscape.
